Changpeng “CZ” Zhao, former CEO of Binance, advises Kyrgyzstan to become a crypto hub. He has signed a contract with the Kyrgyzstan National Investment Agency to build the country’s Web3 capabilities.
The cornerstone of this plan is Kyrgyzstan’s A7A5 stubcoin, fixed in the Russian ruble and focuses on emerging markets. CZ claimed it was advising several governments “officially and informally” with regard to cryptography.

According to the latest announcement, the country is developing a new A7A5 Stablecoin that is fixed to the Russian ruble. Kyrgyzstan’s cryptocurrency is also influenced by Changpeng “CZ” Zhao, founder of Binance.
“A memorandum has been signed between the President of the Kyrgyz Republic and the national investment institutions under the Changpen tribe (CZ). According to the memorandum, the parties intend to cooperate in the development of the Kyrgyz Republic’s ecosystem of cryptocurrency and blockchain technology,” argued President Zapalov.
CZ is a highly influential figure in cryptography and has been involved in several official governments in his career. For example, last month, allegations surfaced that he was working with President Trump to establish a new dollar-backed stubcoin.
Meanwhile, CZ has acknowledged its business in Kyrgyzstan and claimed it had introduced President Zhaparov, a social media site, to President Xhaparov.
“I have both officially and informally advised several governments on Crypto’s regulatory framework and blockchain solutions for GOV efficiency, expanding blockchain beyond trading. I think this work makes a lot of sense,” CZ argued via social media.
The connection with Kyrgyzstan’s new A7A5 Stablecoin with CZ is not entirely known, but it will coincide with his recent suspicions of Trump trading.
Zhaparov’s statement argued that the founders of Binance would provide infrastructure, technical support, technical expertise and consulting services in crypto and blockchain technology.
The president also continues, saying that this agreement with the CZ will strengthen Kyrgyzstan’s position in the growing Web3 environment. The long-term plan is to help create new opportunities for Kyrgyzstan businesses and society as a whole.
This includes cooperation with Russia, perhaps, as the A7A5 press release states “a new class of digital assets linked to the Russian economy.” This stubcoin plagues an important tradition by matching the ruble instead of the dollar.
However, this is part of a strategy that focuses on emerging markets. This new experiment can demonstrate new market opportunities and challenge the advantages of USD page stubcoin in this region.
